The Journey To Excellence program serves as the first truly integrated method of measuring the effectiveness of the delivery of the Scouting program across the full continuum. It is based on the "balanced scorecard" model which incorporates not only the past performance, it also helps establish SMART goals while it promotes and evaluates the sustainablilty of program delivery.

"JTE" also serves as the standard upon which every unit within the Boy Scouts of America will be evaluated. The program is intended to help every unit in Scouting to achieve a standard of excellence and continue to deliver a quality Cub Scouting program well into the second century of Scouting.

The information provided below will help Pack Leadership Teams to evaluate their past program using standards established by the National Council; help them to set realistic incremental goals; and establish a succession and sustainablility plan for the future of their Pack.
